The answer, on the whole, is no, you will not need a license to ride a scooter in the U.S. Many states classify electric scooters with electric bicycles, which do not require a driver's license to operate.
Users should have a valid driver's license, but they aren't required to register an electric scooter. If you want to use your e-scooter on a public road, you must travel no faster than 15 miles per hour and stay off the sidewalk. Further to this, anyone under 18 years old must wear a helmet.
A moped does not require strict licensing in comparison to full motorcycles or automobiles. According to PA moped laws, a moped is driven by a motorcycle engine but is also equipped with operable pedals like a bicycle.
1. The operator of a motorized scooter shall be at least fourteen (14) years of age unless an older age is required by local ordinance. 2. The operator of a motorized scooter shall not be required to possess a driver license unless required by local ordinance.
If your moped is 50 cc or less, it does not fall under the category of motorcycles by driver license law definition, S. 322.01(25), F.S., so a motorcycle endorsement on your regular operator (Class E) driver license is not required per S. 322.03(4), F.S.
Electric bikes may only be operated by persons aged 16 years and older. Electric bikes do not need to be licensed or registered.
Whilst there is currently no legal age restriction, we do not recommend that anyone under the age of 16 should ride an E-Scooter. This recommendation matches the restrictions set by the government on the rental E-Scooter trials.
EPAMDs are legally allowed to be operated on sidewalks and roadways in PA, unless prohibited by local ordinance [Pennsylvania Vehicle Code, Section 3703(c)]. However, EPAMDs are prohibited on freeways (Section 3583) and are NOT subject to the titling, registration, insurance, inspection and driver licensing laws.
Mopeds also may not exceed 25 miles per hour and must have automatic transmissions. To operate a moped on a public road, Pennsylvania requires drivers to have a Class C driver's license. Moped owners must also register their mopeds for a $9 fee.
A motorized scooter is a 2-wheeled vehicle powered by an engine or an electric motor and does not have a seat or saddle for the driver. These vehicles are not exempt from titling and registration requirements as set forth by PennDOT and would be required to pass equipment standards and inspection requirements.

Age Limits for Riding
In Texas, a rider must be 16 years or older to ride an e-scooter. Most e-scooter companies require riders to have valid driver's licenses and upload photographs of these licenses before they can rent the device.

Mopeds. Although a driver license is not required, operators must be at least 16 years old to operate on North Carolina highways or public areas. North Carolina law requires operators to wear a motorcycle safety helmet when using a moped. Mopeds must also be registered.
50cc Scooters Or Mopeds
In terms of speed, a 50cc moped typically reaches 30 mph, which is about 50 km/h. The majority of local trips can be completed at a rate of 30 mph or faster. A 30 mph speed limit makes navigating a village, town, or local area considerably simpler.
Persons who drive only vehicles like farm tractors or road machines temporarily on the highway may drive without a license. A licensed driver that lives in another state and travels regularly between his home and work in Florida.
A scooter (motor scooter) has the same step-through frame and smaller wheels like a moped, but a more powerful motor — 50cc - 250cc. For example, a 150cc scooter has a top speed of 60 mph and may get up to 70 mpg, while a 250cc scooter can reach 75 mph but might get fewer than 60 mpg.
